upto to 5 lac of service in composition was decided in GST counsil meeting but no notification has been issued in this regard , so its just a recommendation
If you are providing services upto 5 Lakhs in a year you can opt for composition scheme as per GST Council meeting but notification for same is still awaited.

But, The Composition scheme with service is not applicable to all the Business and Services...
It's applicable to who can make business as trading / manufacturing and Services with his supplied goods they can opt composition scheme...
