GST: Cash Balance transfer

Budget 2022 introduced the ability to transfer GST cash ledger balances between different GSTINs in different states. This transfer is only possible if the PAN number is the same for both GST registrations. However, it appears the PMT-09 form on the GST portal does not currently support transfers to a different state's GSTIN, raising questions about the practical implementation of this provision.
