I think it is exempt from GST. Mostly any services provided to the Government is GST Exempt.
There is no exemption given to payment of GST for sale of food items to the Government be it Central or State Government. Many exemptions and reliefs are provided for compliances under both GST rules and FSSAI regulations for sale of food items to the Government, however there is no relaxation in GST rates for food products till now.
