kindly confirm whether gst exemption limit upto rs 7500 for Resident welfare association is excluding eb charges and property tax or not?

Yes, exemption limit is excluding Electricity bill charges and property Tax paid Individual Flat owners .
however GST applicable on Electricity use for common area and Common services like Club house, Common property Tax , Parking charges etc .
