Gst applicability on foreign company

Hello Experts,

1. A company registered in Singapore but services provides also in India through online portal. GST will be applicable on that company or not ??

2. Commission provide by company on portal but payment of same commission made by their WPS (worldwide payment system). How we should account far the same ??

Please guide ..

1) Place of supply of service is important not the location of recipient

yes gst will be applicable it will not ne treated as export
