Can a composition dealer sale tobacco leaves? What is the GST rate on tobacco leaves?

Composition  scheme is not available  for  Tobacco &  manufactured  tobacco  substitutes .

He is dealer not manufacturer of tobacco leaves can he register under composition scheme
