From which month GST ANX-1 is complusory???

As per 37 GST council meeting New Return system will be introduced form April 2020 ,Not yet Notified .
As per 37th GST Council Meeting , it has been decided to start the New Return ( RET-01, RET-02, RET-03, ANX-1 and ANX-2 ) from April 2020. However this has not been officially notified.
