We are register Dealer in GST Act. Our ANNUAL TURNOVER is rupees 187.28 crores for the Financial Year 2017-18 & rupees 288.50 Crores for the Financial Year 2018-19

GSTR 9 RETURN is compulsory us for the F.Y. 2017-18 & 2018-19..........................

Yes form 9 and 9C are compulsory

We understand form 9 & 9c compulsory for the F.Y. 2018-19 because 18-19 turnover was 288.50 Crores but why Form 9 & 9c is compulsory for the F.Y. 2017-18 because 17-18 turnover was 187.28 Crores which not cross 02 crore limit...........

but as per 37 GST council meeting said that if regular taxpayer annual aggregate turnover upto 2 crores (F.Y. 17-18 & 18-19) it is optional

As per 37th GST Council meeting held at Goa the Finance Minister said that ,if reqular taxpayers annual aggregate turnover up to ₹2 crores for the FY 2017-18 & 2018-19 is not compulsory but it is optional.But your case is different,the annual aggregate turnover for the FY 2017-18 & 2018-19 is ₹ 187.28 crores & ₹ 288.50 crores respectively.So you file GSTR 9& GSTR 9 C compulsory.
