Just visit your jurisdiction office.
Yes, You can shift quarterly to monthly but only in first month of Financial year (Before submit any return).
Means from Feb onwards I can't shift
You can shift from any month or see the option in Your return dashboard...
Hi Mr. Raja,
GSTR1 form is already submitted or filed for one of the return periods in 2019-20,hence edit of preference is not allowed.

I think monthly to Quarterly is not available...
But, Quarterly to Monthly may be available. Bcoz, it's the regular/normal.
