Group of Companies

Dear Expert! Client wanted to incorporate his first company as a "--- Group Pvt limited " but MCA sent the application back for re-submission with Board resolution of the existing atleast 2 companies,

now the query comes here is that, client doesn't have any company or LLP so now he wants to incorporate 2 new companies to club these newly incorporated companies into " Group" Company.

IF these 2 companies are incorporated can he Group company immediately, if so what are the legal formalities, if not when he opt for group companies,,,

please help me....
