Dear sir plz advice us how to register a Gramapanchayath under Gst act plz help us

I don't think the gram panchayat needs any registration in GST , Services by & to Gram panchayat is Exempted

but our govt officials said it is compulsory so am asking

Yes I also think gst is not necessary for panchyat
