Your question is not clear and not understable ,you are making payment to the Government, or Government is paying you , for what purpose? , please elaborate in detail.

We are registered as works contract and Govt is
paying us.

I hope you are registered under the GST , as per section 51 of the CGST Act , if total value of such supply under contract , exceeds 2.5 lacs , then Govt Department will deduct GST-TDS and pay balance amount, also they will issue TDS certificate for the same, in the form of GSTR7A on GSTN portal , just check on portal.
