why RCM in GST allowed and what are it's objective?

One of the objective is that small taxpayers can evade tax and thus large taxpayers are to pay tax under RCM.
There are other objectives too
Normally, seller collects GST from buyer & pays to government . However in some cases , buyer pays GST directly to government this is called reverse charge mechanism in GST.
