Getting 'There is a validation error in this field' while attaching pdf for INC 22

When applying to change address of the company thru inc 22 within the limits of town, im trying to attach the required documents and image but whenever i attach it shows me 'there is a validation error is this field' right below the uploaded file, even before proeeding to the next step.

what is the issue here? do the documents have to be digitally signed as well before uploading?
