Is it possible to get a Lower TDS certifacate on sale of a house property by NRI so that the TDS withheld by the buyer reflects Long Term Capital Gains Tax ? and not the total sale consideration . Also , if the seller had been filing tax return at Delhi , when he was a resident Indian , then does he apply for the same at Delhi or does he needs to apply for the same at Mumbai .
