General query

In JVA of property between owner and a builder for construction of flats in 2015. He started the venture in 2016. & completes the work . in 2017 March & gets CC from CMDA. . He did not pay any rent to the owner after taking the possession of property gor development. He was given 25% of land with UDS for him to construct two flats. Now he is refuging to hand over the flats to the existing owner of the property unless GST of Rs. 14,59,000/- is paid. he is refusing to give Tax invoice he paid. CC was issued 07/03/2018.Nearly 2 1/2 months over till today. We refuse to pay GST ,as JVA entered before introduction of GST.
How to get our house without paying GST ?
