My query is, is it possible for a pvt ltd company to start a fuel station business in which one of the shareholders is a foregin national?

Yes, a Private Limited company with a foreign national shareholder can legally start a fuel station business under India's 100% automatic route FDI policy. However, obtaining the retail dealership license from public sector oil companies (like IOCL or BPCL) can be difficult, as their guidelines strictly favor Indian citizens and residents. Partnering with private oil companies usually provides a smoother path for companies with foreign ownership.
