Why not.

If you start return filing as per persemptive option and subsequently you changed persumptive option you can again avail this facility after five years

If a person continued filed ITR4 for 5 years, again if he want to file ITR4, is it possible?

Why should a particular form get compulsory for a taxpayer in the first place? It should never be that way.

United States has three options for Resident taxpayers:

1040EZ - (The easy one, SAHAJ)

1040A

1040

A resident can choose any form in any year as per his choice.

Yes, you can
