Fresh DIN / DPIN for proposed Company / LLP

I heard that right now LLP Registration is not going on, is it true ?

I have to incorporate LLP for which i need DPIN for proposed Designated Partners but there is no such eForm available on MCA website, only eForm DIR-3 for application of DIN in case of "Existing Company" and eForm SPICe for Fresh company incorporation is available. 

Can anyone tell me is there any other forms on MCA website for fresh DIN or any other procedure ?
