Freight/transportation charges

Hello Friends!!!

If Freight/Transportation charges shown in Tax Invoice and GST is calculated on amount including freight/transportation charges. Goods reached to destination and payment is also realised to supplier. Now, Transporter has submitted Freight Bill to supplier for their payment. My question is

1) Whether RCM will apply here as already GST is paid on Freight amount as per Invoice ? 

2) If supplier has to pay Tax under RCM it will be double taxation...
