Format of application for Waiver of interest

Hi ..........

I need to apply to Chief CIT for waiver of interest charged u/s 234B & 234C since section 80HHC has been amended retrsopectively by Taxation Laws (Amendment) ACt 2005. The amendment says that interst or penalty cannot be charged or levied.

If anybody has aleady applied, pls share the format in which application letter shall be filed.
