Where can i download the latest form3cd and whether it has to be filled offline and then attached or filled online itself?

yeah but 3cd when i download i get a folder of form and inside that there are many files so i dont understand how to use it it doesnt appear in the old form which i used to fill in word.
Download and install java. click on executable jar file in that folder
