for Shifiting registered office from Delhi to U.P., We published the Public notices in the newspapers delhi edition- 27/06/2015. what would be the date of filing of INC-23?

No specific gap required, you may file the same at any time. Advt must be publish before 14 days of hearing, but no time gap for filing.
I have filed INC-23 on 31/07/2015. it's status is being shown as "Pending for Action" by how much time i can be approved by the Regional director.

After date of hearing by RD and satisfying with all other condition stipulated under Act, RD will approve the form INC-23.
Submit original application with all annexure to RD office and communicate for hearing date. After hearing the RD will Pass order and form INC-23 will be approved.
