Form h under karnataka vat act

Dear Learned Friends,

The vendor had supplied Annual Report for the year 2005-06,  after Designing and Printing the same. He had shown the descripttion as " Towards sold to 100% EOU against H Form Sales"  

I understand that only for deemed export of finished goods we can issue Form-H.  In this case whether the form h can be issued or not- please advice

Ours is a 100% EOU.Company
