Form 44 and 52

Is said liaison office registered with ROC without filing form 44??  For penalties read sec. 598, 599.

The liaison office has not complied with any provisions with ROC, it has just acquired the permission letter from RBI after that no provision or compliance has been carried out.

Yes it is required to file all documents with ROC, otherwise when you go with RBI for winding up then RBI (plz see the related notification of RBI in this regard) will not give clearance without the ROC report. So go to relevant ROC office and meet ROC about this and file all the forms.
