Can the employer issues form 16, which contains the Signature Stamp, and not actually signed.
The form should be actually signed & the stamp only is not enough.

The FORM16 should be physically signed by the person heading the department. However it can be digitally signed without affixing any seal or manual signature and it can be sent thru Email to each and every employee.

it can be manually sign or can be sign digitally .....
only stamp is not a valid certificate
