If TDS has not been deducted on salary of particular employee and he demands Salary Certificate i.e. Form-16. Then can we download form 16 from govt website ?

Its annexure 2 in form 24Q. If it is filed for non taxable employees also, then deductor can download their form 16.

If employee details not filed in annaxure then no need to download form 16. right ?
