One of employee in our company demands for tds certificate even we have not deducted his tds?
Are we liable to give tds certificate in this situation?

Well, you can give certificate on your letterhead about the total salary paid in FY, with no liability to deduct TDS.

If no more deduct (TDS) then no way for TDS certificate...
