My friend says that he is able to file Form 15CA, which does not require 15CB to be accompanied, through new portal for some cases but not for some other cases. Is it?

Luckily I am able to file Form 15CA-Part D, download the filed Form and Acknowledgment also. Problem with Form 10-IE continues.
