if payment is made by Indian company to Dubai foreign company for registration fee ,what rate of TDs should be deducted

Pls state nature of service
since it's registration fee , I am confused wat should be the nature of income
of course professional fee
so i guese TDS is deducted as per Indian IT ACT i.e 10%
