Form 15ca for remittance of money

if NRI has sold the immovable property and incurred capital loss since cost of indexation is more than selling price.
and he wants to transfer this money to NRE a/c from NRO a/c.
my question is whether he need to obtain form 15CA and which part of 15ca need to fill please advise me on this.

There are four part in the form do I need to fill part C of form 15CA
If the remittance exceeds 5 lakhs rupees then fill part C or if doesn't exceed 5 lakhs rupees then fill part A
