Form 109 (transfer form)

My Query is, If my principal does not sign on Form 109 because he is saying after his retirement i will not sign any paper. In such case, Only MIT sign is sufficient to get approved my form 109 ?

What to do in such case where your principal is Retire and not ready to sign ?
