Food aggregator commission should be calculated on net bill value or gross bill value

My current Swiggy aggregator commission (platform fee) is calculated on gross bill value

Net bill value : Rs210
GST for Rs210: Rs10.5
Gross bill value: Rs220.5
Swiggy platform Fee : 22%
Swiggy platform Fee : 48.51
GST for platform fee Rs8.731
So the total swiggy platform service fee + GST comes around to Rs57.25
Is the commission calculated on gross bill value is a correct practice.
