A person has got his PAN this year in nov only and wants to file his ITR relating to A.Y 2012-13 (i:e for year ending on 31/03/2012) when actually he wasnt alloted any PAN in that F.Y or A.Y.
Can he file ITR for A.Y 2012-13 even if he had no PAN number at that time?

No there is no penalty….you can go ahead and file…
The PAN does not have any validity date….
Also, why would the department levy penalty?? Since you are going and filing the return before the department sending you the notice for the filing of the retrun….
