Hello,
I was not completely sure about your question so I am replying with what I know.
Infrastructure in simple terms means physical systems of a nation like transport, energy, water, communication etc.,
Hence, Insfrastructure Lending means lending money to those physical systems.
Therefore, the definition will only include the physical systems.
Recently RBI has expanded the scope of 'Infrastructure Lending'.
