I registered for GST but cancelled later as my turnout was below the specified limit. I recently received an email from GST department that I need to submit final return. When I went to submit the return online I found that I need to pay 10K penalty. Is it possible to ask for a waiver of this penalty or do I have to pay it. Please advise. Thanks.

Yes, cancellation of registration was followed but I wasn't aware that final return needs to be filed.
As per provision, has to pay penalty for delayed period. As per my knowledge no waiver.
Yes, the penalty must be paid to complete the GST surrender process.
