Final Old course Conversion: Why there is Confusion

Hi,

I do not understand following, please comment and share your views:

•  All the CA final (Old) course students have to compulsorily convert them to New course for this the procedue is to fill up the form and pay 1100/- to institute on account of New Study modules, whereas ALL the New study Modules are available on the institute's website. Then why one is to pay 1100/- on account of new Study material.
• Is this 1100/- compulsory to pay?  
• in the Institute's notification dated 25 Jan'11 (https://220.227.161.86/21605announ12289.pdf) it is mentioned that "

" A detailed announcement regarding administrative procedure to be followed by the students of Final (Old) course regarding formailities to be completed for switching over from Final (old) course and Final (New) course will be made in due course."

Don't the various Regional Centers/ Branches have this notification? Which says Procedure is YET to be announced. Means. As on 25 Jan'11 we do not have official procedure of Conversion.

 WHY SO MUCH OF CONFUSION IS CREEPING??
