It is not mandatory to file NIL Return Statement, but for smooth assessment you may file the same.

Yes, Aishwarya you can file your return even if your income is below the non taxable limit.
U can file your ruturn either onoline or direct to IT Deptt.
It is better to file return, even if your income is below non taxable limit because u r building white capital and u have proof of it.
