Is it mandatory to file ITR for government employees?

ITR is mandatory for all persons whether Govt /Non Govt Employees provided income should exceed slab rate so specified
yes , if your Total income exceeds in the previous year the maximum amount which is not chargeable to income tax , you must file ITR ,as per section 139 of the Income Tax act 1961.
