no dear , you cant reply in such a manner. the notice received receied by you is under section 148. and in response to notice u/s 148, you must have file the return u/s 148 whether u have file return earlier as income tax department may have reasons to believe that ur income has escaped assessment. you can try these:

1. upload return u/s 148, it can be uploaded but if u face problem in uploading then file manually

but u must have file return.

If it is a must to file I.T return, then you can file I.T returns in paper mode with your local jurisdictional I.T office.
