I think YES...
You can file GSTR 1 without filing of GSTR 3B. But, GSTR 3B filing is Mandatory for every Registered person (Regular).
I have submitted the GSTR 3B, But unable to file with DSC some technical issue . However I have filed the GSTR 1 With DSC. will it be any prob.

No more problems related to GSTR 1,2 and 3.
But, GSTR 3B is mandatory. So, It's occured late filing fee and penalty. So, You can file your GSTR 3B
