FILING FORM 10IE
Do person having salary income and gain from mutual fund need to file form 10 IE for filing return under new tax regime.

Quick Summary
Form 10IE is a declaration made by the return filers for choosing the ‘New tax regime’.A taxpayer choosing new tax regime will be paying tax at lower rates but he will be denied various exemptions & deductions available under the Income Tax Act.

If you are declaring your income under head PGBP then you need to file 10IE, in case of income under head other than PGBP portal is not allowing to file form 10IE, practically I filed my return under head salary without 10IE and my return was proceed with refund..so this is according to me but yes as per law both category of person needs to file 10IE.
all the person who wish to avail new tax regime is require to file 10 IE
