Filing appeal in paper format

Due to some reasons an assessee is unable to reset the income tax password. Assessee could not file return u/s.148 for A.Y. 2012-2013 for some other complicated reasons as well (apart from password) and assessment order has been passed. The assessee wants to file an appeal but due to above said reason online filing is not possible. Can assessee file an appeal in paper format? What remedy/immunity is available in such case? (No return has been filed in past 9 years)
