Filing after belated return period is over.

I am having this issue with many of my acquaintance, where by they were required to file return by March 2014 (belated) for A.Y. 2012-13 but were not able to do so due to some reason or other. This was mainly due to mandatory requirement of filing return online which many people were not aware of.
In one case a person had filed return manually, in response to which, notice to file return online was made by IT dept. in February however the person failed to file a return. Can you suggest solutions to remedy the situation since the refund amount is about 70-80Ks. Opinions are welcome and sharing of similar experience will be extremely helpful.

I failed to get any response in expert section and hence I am posting it here. I apologize for the duplicacy of same post.

Dear Anubhav,

As a student, I had solved this issue during my articles period.

The assessee should preferably send a hand written application to the chairman of C.B.D.T. explaining:

a. The circumstances under which he was not in a position to file the return of income and the amount of refund due to him

b. Hardship caused to him due to non availability of refund.

c. Request for condonation of delay in filing the Return of Income and request to accept the return of income.

Mosty in such cases respective Income Tax Officer is order to accept the Return of Income, Process it and grant the amount of Refund due with Interest.
