First apply online for condonation of delay and after approval you can file
(Go to e-filing site then go to my accounts and then go to Service request )

No... Condonation Delay Request for Non-Filing of ITR only through direct to Jurisdictional CIT if claim any refund or c/f loss.

otherwise no way for filling ITR for AY 18-19 & previous years.
