what is the fees for registration of GST for new business?

Depends on the person you are hiring for doing it. If you do it from a reputed CA it could be around 5,000/- plus Service Tax. However same thing would be done by some other person for Rs. 2,000/-.

There is no fees for GST reg. If ur already registered under any of the state or central govt taxes.

It is totally a new start up not registered under any of the state or central govt taxes

New Registration under GST has not been started yet, Once registration process starts fees can be confirm, till date there is no such fees for Registration, only professional fees to be paid to the person you hire for getting your GST registration.

than you have to register under any vat or service tax , at present no gst direct registration available

The cost of GST registration by CA range from Rs. 5,000 to Rs. 40,000. 
This fee is recommended by the ICAI.
