fee for default in furnishing return of income

when I'm filling the itr there is a fee upto rs 1000 for default in furnishing the return even the return is before the due date

If You are filed on or before due date then Why fee will be charge?

it is income tax utility only

Please download new ITR form and try to file the ITR...
I check the details in Java utility. No more changes calculated...
