FCRA obligations for receiving Funds for Cancer Treatment by individual patient from foreign source

My son is 4 stage Cancer patient and had appealed to well Wishers in forign country for donation for his treatment. They are ready to send more than Rs.1 lakh individually.

Can my son receive foreign contribution. Is there obligation/permission required from Govt. /RBI.

Is there obligation of bank receiving fund. Should he open special Savings Bank account.
