whether FBT is leviable even in cases where ESOPs are issued to non-executive directors / non-employees by the companies.

As per ESOP meaning it can only be issued to Employess or where Emplopyer and Employee relationship is there, accordingly here no ralationship exists so , how it can be practically result is difficult to digest.
esop only mean to employee so there is noquestion of fbt on esop to non eimployee

to the best of my knowledge the answer is no.
No..... EPOS is applicable to employees only.
If employees it attracrts FBT @ 100% is applicable from financial year 2008-09
