Factory Act Applicability Pre Condition

The Factory Act, is applicable on the Manufacturing units in Maharashtra if, factory is running with 20 Workers with the aid of power and with 40 workers without aid of the power,apart from this is there in pre condition for its applicability like the department are there,what kind of manufacturing process are carried,it's turnover,it's incorporation type, location or any other condition. Or only above mentioned pre condition.Please guide.
